MMA Annual Business MeetingAt the MMA’s Annual Business Meeting, members will consider resolutions on transportation finance, unfunded mandates, and federally funded local government programs.

The three policy committees that drafted these resolutions are welcoming member comments through Dec. 30 so that committee members will be able to review any input before the Annual Business Meeting.

Each resolution was drafted by an MMA policy committee in October and approved by the MMA Board of Directors on Nov. 15.

The MMA’s Policy Committee on Public Works and Transportation has proposed the adoption of a Resolution on the Transportation Finance Crisis. The resolution points out the funding gaps for transportation programs and calls for a “stable, broad-based revenue structure that is adequate to support and maintain our roads, bridges, highways and transit systems.”

The MMA’s Policy Committee on Energy and the Environment has proposed the adoption of a Resolution Opposing Unfunded Mandates on the Cities and Towns of the Commonwealth. The resolution calls for state and federal agencies to refrain from imposing costly unfunded mandates on municipalities, particularly in the areas of drinking water, wastewater and stormwater management. The resolution also states opposition to “any legislative or ballot initiative that would limit the ability to raise local revenues necessary to operate, maintain and upgrade public drinking water, wastewater and stormwater systems.”

The MMA’s Fiscal Policy Committee has proposed the adoption of a Resolution Calling on the United States Government to Embrace a Strong Fiscal and Economic Partnership with Cities and Towns.

The resolution states, in part: “Congress and the President must take a comprehensive and balanced approach to job creation and deficit reduction that does not undermine the ability of cities and towns to deliver essential services to citizens and businesses, because measures that would destabilize cities and towns would impede regional and nationwide economic recovery and growth.”

The policy committees ask all interested municipal officials to share their comments in advance of the MMA’s Annual Business Meeting.
