Q: Can we provide an audio recording of a meeting instead of a written record?

A:
Governmental bodies that have adopted the practice of tape recording their meetings may not rely solely on the tapes to satisfy the record-keeping requirements of the law. Rather, the cassette tapes should serve as an aid in preparing “hard copy” minutes. Similarly, the record-keeping requirement may not be satisfied simply by directing members of the public to individual files kept by subject matter. Separate, written minutes must be prepared and maintained.
