DLS posts local aid numbers based on governor’s budget bill

The governor’s budget proposal would fund Chapter 70 at $4.048 billion, replacing federal stimulus funds used in fiscal 2010 with funding from the state’s general fund. To compare fiscal 2011 and 2010 Chapter 70 funding levels, it is important to consider the use of federal funds this year, according to the DLS.
The fiscal 2010 state budget included in Section 3 “Potential Allocation of Federal Funds from the ARRA State Fiscal Stabilization Fund.” Budget language in Section 3 indicated that these funds “… shall not appear on the Cherry Sheet produced by the Department of Revenue.”
The local aid estimates for fiscal 2011 include a line under Chapter 70: “SFSF to Maintain Foundation Spending.” Adding this line to the fiscal 2010 Chapter 70 amount provides for an accurate comparison of the funding level between 2010 and 2011.
Although the fiscal 2011 total level of funding for state-owned land is the same as this year’s level, local officials should be aware that these estimates are based on the recent revaluation of property eligible for reimbursement under the state-owned land program, according to the DLS. In many cases, there are significant changes from the fiscal 2010 estimates.
Local aid estimates are based on the appropriation levels appearing in the governor’s fiscal 2011 budget proposal (House 2) and may change as the legislative budget process unfolds.
Charter school and school choice assessments may change significantly when updated to reflect spring enrollment data and final tuition rates.
The Department of Elementary and Secondary Education has published Chapter 70 aid calculations, minimum contributions and net school spending requirements on its School Finance Web site.
