Senate releases local aid amounts for fiscal 2011

The Senate Committee on Ways and Means has released new municipal and school aid amounts for fiscal 2011 based on an agreement reached by House and Senate leaders last Friday to cut the main local aid accounts.

The Senate budget committee numbers show total statewide cuts of $159 million compared to the governor’s proposal to level-fund local aid next year, including a $37 million cut in municipal aid (the Unrestricted General Government Account) and $122 million cut from education aid. The numbers reflect an across-the-board 4 percent cut for municipal aid and a range of cuts for education aid. The numbers reflect a Senate method of allocating cuts; they have not been endorsed by the House budget committee.

The cuts to Chapter 70 school aid vary, with most municipalities and school districts receiving the maximum 4 percent cut. In some cases, cuts were less than 4 percent to keep a district from falling below the “foundation” level of spending.

The Senate Ways and Means Committee numbers reflect the Senate formula of reducing municipal and school aid; they have not been endorsed by the House.

The agreement announced last week by Steven Panagiotakos, chair of the Senate Committee on Ways and Means, and his House counterpart, Charles Murphy, said, “… municipalities will receive no more than a 4 percent cut in their Section 3 local aid in the upcoming fiscal year and all school districts can count on being funded at their foundation level of support.”
