COPS (Community Oriented Policing Services)
Total Funding Available: $1 billion
Overview
Grants used to hire and train community-policing professionals, acquire and deploy cutting-edge crime-fighting technologies, and develop and test innovative policing strategies. COPS Office funding provides training and technical assistance to advance community policing at all levels of law enforcement, from line officers to law enforcement executives, as well as others in the criminal justice field. Because community policing is inclusive, COPS Office training also reaches state and local government leaders and the citizens they serve. Funds cover the actual cost of an officer for three years.
There are two types of federal grants. Sponsored/Targeted Grants consist of Methamphetamine, Safe Schools Initiative and Technology programs. Discretionary/Non-Targeted Grants consist of Cops In Schools, Homeland Security Overtime Program, MORE, Interoperability, Secure Our Schools, Tribal and Universal Hiring programs.
It is estimated that these grants will fund 5,500 local police officers through the COPS Hiring Recovery Program.
Special Factors
Traditionally, the program provides 75 percent of a new hire or rehire’s salary for the first three years, with a salary cap of $75,000 for these new officers. However, the ARRA waives both the salary cap and local match for fiscal 2009 and 2010. The COPS office also has indicated that they will allow local government to use the funds to retain police officers that they otherwise would not be able to keep on salary.
